Outcast is a provisional name on which to hang general infrastructure for the purpose of broad-based system guidance. Outcast might be described as an architecture, but currently it is not. See instead the architectural description of Votorola, in particular the facilities scoped (⇔) as general purpose, which nominally belong to Outcast.
