The system is an aspect of modern society in which "increasingly autonomous organizations are connected with one another via delinguistified media of communication".2 Through these media, which have the capacity to "steer a social intercourse that has been largely disconnected from norms and values",2 the system has become differentiated and decoupled from the lifeworld.3 Its principal subsystems are the money-steered economy and the power-steered administrative system of the state.4
