Outcast voting network

Outcast is a communication network for open voting. It is intended as a cross-project facility. It enables people to vote on common issues while remaining free to choose their own methods and facilities of voting. Some voting methods depend on external facilities such as drafting or discussion, and Outcast extends freedom of choice to those as well.

The streetwiki prototype is minimal. It consists of a very simple UI for voter registration, and trust extension.
